0.3.7 R4 characters problem

Hello, how do i fix this problem in SA-MP. I can't remember if i had this problem before or not, but many servers i see special characters have been replaced with ? and like Chinese/Korean alphabets which i am not sure why its happening? Is there any fix to this?

Its just its very frustrating to see more than half servers like this



Any help would be appreciated.

P.S - I am not from china. I am from USA.
